Commission Files Notice Initiating Rulemaking And Notice of Rulemaking Session (COMAR 20.50 – Service Supplied by Electric Companies)

On April 2, 2024, the leader of the PC44 TOU Rate Design Work Group filed proposed regulations1 with the Commission as a result of Order No. 90673 and Order No. 91080. The regulations provide clarification to “standard metering practices” for the purpose of allowing time-of-use (TOU) rates and the separate calculation of on- and off-peak consumption and generation. Accordingly, the Commission hereby initiates an Administrative Docket, RM83, to consider the proposed revisions to Code of Maryland Regulations (COMAR) 20.50.01 and 20.50.10.

Comments on the proposed regulations shall be e-filed by April 24, 2024.2 The comments should be addressed to Andrew S. Johnston, Executive Secretary, Maryland Public Service Commission, William Donald Schaefer Tower, 6 St. Paul Street, 16th Floor, Baltimore, Maryland 21202. The Administrative Docket number (RM83) must appear in the subject line of the cover letter.3

The Commission also gives notice that it will conduct a rulemaking session on May 8, 2024, beginning 10 minutes after the conclusion of the Commission’s Administrative Meeting, which begins at 10:00 a.m., in the Frank O. Heintz Hearing Room, on the 16th Floor of the William Donald Schaefer Tower, 6 St. Paul Street, Baltimore, Maryland. The purpose of the rulemaking session is to consider whether to publish for notice and comment, the proposed revisions as submitted in the April 2, 2024, work group filing, or as revised based on comments received.
