[ *** ] ORDERED: (1) that SMECO’s request for modification of its Energy Perks Loyalty Program is denied, without prejudice, as stated herein; (2) that the MCEC requests for the usage of remaining CEA Pilot Program funds are approved as specified herein; (3) that the Finance Work Group is directed to file a status report by October 15, 2024 containing the identification of additional data points and reporting metrics requested by OPC on the CEA Pilot Program as specified herein and as directed in Order No. 90919; (4) that the Limited-Income Work Group is directed to file a status report by October 15, 2024 containing its findings and proposals regarding ways to increase awareness and opportunities within the EmPOWER Program for limited-income customers that need to replace their appliances; (5) that the Joint Utilities are directed to provide annual bill impact data as specified herein as part of their respective August 15, 2024 semi-annual filings; (6) that the Midstream Work Group is directed to file a status report by October 15, 2024 containing the status of the development of the UPM and the plan for its implementation, as well as the work group’s analysis and recommendation regarding both downstream and midstream offerings for certain appliances as described herein; (7) that BGE is directed to continue to report its behavioral program gas and electric savings separately, but also report the cost per energy savings in MMBtu to report combined electric and gas savings; (8) that the Limited-Income Work Group is directed to file a status report by October 15, 2024, detailing targeted methods to be used for coordination between the behavioral programs and DHCD programs, as well as alternative means for measuring program uplift resulting from the coordination; (9) that the EAG is directed to file a status report by October 15, 2024, detailing its findings on how the lifecycle savings of behavior-based programs are calculated in other states, as well as the robustness of research supporting the utilization of a different measure life for behavioral programs; (10) that the Joint Utilities’ modifications to their respective Residential New Construction programs are approved; and (11) that all other requests and recommendations are denied without prejudice as stated herein.
