Commission Issues Order On Do Not Transfer List

[ *** ] On July 19, 2024, the Commission issued a Notice of Implementation of Senate Bill 1 of 2024 (“SB 1”) Do Not Transfer List Requirements.1

The Notice required utilities to submit a summary of their compliance with customer education messaging about the Do Not Transfer List on their websites, and to submit processes for complying with Do Not Transfer List implementation; billing entities to submit a report detailing compliance with price reporting of standard offer service (“SOS”) and supply services; and dual service utilities to provide proposals on how dual billed customers and future Supplier Coordinated Billing (“SCB”) customers would comply with monthly price reporting. This Order summarizes the utilities’ compliance filings and the Commission’s Technical Staff (“Staff”) recommendations for implementation and compliance with the Do Not Transfer List implementation, approves recommendations agreed upon by all parties, and resolves the remaining, non-consensus implementation issues.
