Commission Proposes Amendments to RPS

The New Jersey Board of Public Utilities is proposing amendments to the Board’s Renewable Portfolio Standard (RPS), which represents the percentage of New Jersey’s total retail electricity sales in a given energy year (EY) that must be offset by the retirement of Renewable Energy Certificates. The Notice of Proposal was published in the New Jersey Register on September 21, 2026 at 58 N.J.R. 2154(a).

On May 21, 2025 and May 21, 2026, the Board approved Orders revising the RPS for Class I renewable energy by setting the requirement at 35% for EY 2026 and EY 2027, followed by 40% for EY 2028. The proposed amendments are consistent with those revisions and also propose a 45% Class I renewable energy requirement for EY 2029.
