Community-Driven Community Solar Project Selection Results for 45-Day Application Window in Program Year 2025-26

As previously announced, as a result of the Modified 2024 Long-Term Plan, the Program opened an additional 45-day CDCS application window from January 16, 2026, to March 2, 2026.

On April 1, 2026, the Program reallocated 50% of unused Program capacity to waitlisted projects. 16.98 MW of capacity was allocated to the CDCS Group A waitlist, and 30.83 MW of capacity was allocated to the CDCS Group B waitlist, with no projects remaining on the waitlist after this allocation. Additionally, remaining capacity totaling 106.02 MW was reserved for CDCS projects submitted within the 45-Day application window with 31.81 MW reserved to be allocated to Group A and 76.16 MW were reserved to be allocated to Group B pursuant to the 30%/70% category split.

In accordance with the CDCS scoring guidelines, previously published in both the 2024 Long-Term Renewable Resources Procurement Plan and the Program Guidebook, the Program Administrator scored all projects submitted during the 45-day application window. The scores and a full announcement regarding the scoring process were posted on the Program website’s CDCS page on April 15, 2026. The Program outlined that following the finalization of the score appeal process, the Agency would utilize a random selection process to break ties between projects submitted during the 45-day application window that received tied scores.

On April 29, 2026, a Program Year 2025-26 CDCS Random Selection event, open to stakeholder attendance, was conducted. A recording of the event and the presentation slides are available on the Program’s webinar page. The resulting spreadsheet detailing Group A and Group B project awards and waitlists for each group (projects receiving scores of at least 10) has been added to the Program’s Community-Driven Community Solar hub page.

Group A Community-Driven Community Solar
For Group A, multiple projects submitted during the 45-day application window received the same score, which necessitated a random selection process for these projects. A command-line script was used to generate random numbers to break tied scores for submitted projects, and projects were selected until the Group A capacity was reached. The Group A selected projects for the 2025-26 Program Year, and the current waitlist are published on the results spreadsheet. Following the project scoring process and Random Selection event, 8 projects totaling 31.04 MWs have been selected to fill the block of available capacity. A total of 2 projects achieving the minimum score of 10 points were placed on the Group A waitlist.

Group B Community-Driven Community Solar
For Group B, multiple projects submitted during the 90-day application window received the same score, which necessitated a Random Selection event. During this event, a command-line script was used to generate random numbers to break tied scores for submitted projects, and projects were selected for the Group B waitlist. The Group B waitlisted projects for the 2025-26 Program Year and the current waitlist are published on the results spreadsheet. Following the project scoring process and Random Selection event, 36 projects totaling 72.20MWs have been selected to fill the block of available capacity. A total of 5 projects achieving the minimum score of 10 points were placed on the Group B waitlist.

Next Steps
Projects selected in the Random Selection event for the 2025-26 Program Year will be submitted to the next 1-2 ICC meetings for REC Contract approval. The last eligible meeting of the 2025-26 Program Year is May 29th. Projects that are withheld from ICC submission for the May 29th meeting will be submitted after the start of the 2026-27 Program Year and will be placed on the 2026 REC Delivery Contract.

Waitlisted projects will be eligible for new capacity in the 2026-27 Program Year beginning June 1, 2026, and will be subject to all 2026-27 Program Year requirements and REC pricing, if awarded capacity, will be placed on the 2026 REC Delivery Contract.
