CPUC Approves 2023 RPS Procurement Plans

The California Public Utilities Commission (PUC) issued a decision on the 2023 RPS procurement plans.

The decision approved the utilities’, CCAs’, and suppliers’ draft 2023 RPS Plans, but with modifications finding that suppliers “will collectively need additional procurement to meet RPS obligations beginning in 2026.”

LSEs filed final 2023 RPS procurement plans (12/22–12/28/23).

As background, this rulemaking proceeding was instituted by the CPUC to both administer the RPS and consider further development of the program.

Specifically, this proceeding addresses ongoing oversight of the RPS program. This oversight includes reviewing RPS procurement plans submitted by utilities, retail electricity suppliers, and community choice aggregators “”retail seller””); providing tools for analysis of and reporting on progress of retail sellers and the RPS program as a whole; assessing retail sellers’ compliance with their RPS obligations; and integrating new legislative mandates and administrative requirements into the RPS program.
