Customer-Generator Coalition Files Petition for Reconsideration
On July 1, 2026 the Customer-Generator Coalition filed a petition for reconsideration of the Pennsylvania’s (PUC’s) decision approving tariff language that incorporates exported generation into demand-based customer classifications .
In its petition the Customer-Generator Coalition argued that the Pennsylvania PUC failed to adequately address legal questions regarding the definition of demand under Pennsylvania regulations, customer-generator protections under the Alternative Energy Portfolio Standards Act, and whether such changes require formal rulemaking rather than adjudication.
Specifically, the Customer-Generator Coalition seeks clarification that exported generation does not constitute customer demand, that the tariff changes do not alter statutory customer-generator rights, and that future consideration of these issues remains open. The coalition also preserves arguments for appeal, including claims that the decision conflicts with the plain language of existing regulations, effectively constitutes improper rulemaking, undermines customers’ rights to full retail compensation for excess generation, and results in unreasonable discrimination among similarly situated customer-generators.
On July 1, 2026 PPL filed a compliance tariff implementing the approved rates and related provisions for services rendered.
