Electric Service Emergency Operations Plan Comments Due

The deadline to provide feedback is May 23,2025. To submit feedback, the 16 TAC 425.53 -Recommended Amendments Form (the form) must be utilized. The form must be downloaded from the Interchange in the native Word Document file format.

As background, on February 25, 2022, the Commission adopted new 16 Tex. Admin. Code (TAC) 4 25.53 requiring each electric utility, transmission and distribution utility, power generation company, municipally owned utility, retail electric provider, and electric cooperative (entity) to file with the Commission an emergency operations plan (EOP) and related documents. 

To analyze and review the EOPs, the Commission sought the expertise of a qualified contractor to perform a baseline assessment of the EOPs and develop recommendations for improvements of the plans that can be incorporated in a future rulemaking initiative. Guidehouse, Inc. was selected and began its review of the EOPs in March 2024. The Weather Emergency Preparedness Report presents Guidehouse’ s findings. 

PUCT hosted a workshop on January 30,2025 to inform entities about the biannual Weather Emergency Preparedness Report findings and suggested EOP best practices to incorporate in the upcoming annual filing. The EOP Weather Preparedness Workshop is available for viewing on AdminMonitor, notice was provided for this workshop in Project No. 53385. 

Commission Staff is requesting initial feedback from interested parties on the provided recommendations to inform a possible rulemaking. The deadline to provide feedback is May 23,2025. Step 3 – Click the correct filing item (“16 TAC 4 25.53 -Recommended Amendments Form “j; Step 4 – Click the file name associated with the ZIP file format; 

Step 5 – Open the ZIP file; 

Step 6 – Download and save the 16 TAC 4 25.53 – Recommended Amendments Form Word document as seen in the ZIP file; 

Step 7 – Save the word document to your desktop or local drive; 

Step 8 – Complete the form; and 

Step 9 – File the completed form, in the native Word document (*.docx) format, in Project No. 57928. Users will complete the form as prompted within the document. Filing instructions are provided within the form. Please email seaver.myers@puc.texas.gov.   if issues with the form arise.
