Electric Utility Seeks Clarification on Energy Service Adjustment Factors in Default Service Rates for Large Customer Group DES and TOU Rates
On June 23, 2026 Liberty Utilities (Granite State Electric) filed a Motion to Clarify Order No. 28231 and Approve Adjusted Rates previously approved on June 18, 2026 by the New Hampshire Commission.
From Motion to Clarify:
“The Order changed the Energy Service Adjustment Factors (“ESAF”) that are included in various Default Energy Service (“DES”) rates. Although the Commission correctly calculated the Small Customer Group DES rate incorporating the “new” ESAF, the Commission did not calculate the Large Customer Group DES rates with the new ESAF and specifically approved the “proposed” time of use (“TOU”) rates without incorporating the new ESAFs.
Liberty thus seeks (1) clarification that the Commission intended to use the new ESAFs in calculating all applicable DES rates and, if so, to approve the rates Liberty has calculated using the new ESAFs, and (2) confirmation that the Order intended for Liberty to defer 89.2% percent of the under recovered balance instead of the 50 percent as directed in Docket No. DE 25-030 and in the Order.”
