FERC’s Chairman Warns PJM Will Impose Reforms if PJM Fails to Adopt Change
On July 23, 2026, Federal Energy Regulatory Commission (FERC) convened a technical conference on the grid operator’s governance and stakeholder reform issues.
PJM Interconnection President and CEO David Mills appeared at the technical conference.
At that meeting, FERC’s chairman, Laura Swett, said, “PJM is facing a grave legitimacy crisis,” Swett said at a technical conference FERC held on the grid operator’s governance issues. “Some transmission owners are openly discussing leaving the RTO altogether. Put plainly, market participants have lost confidence in PJM’s decision-making abilities.”
PJM Interconnection was told that it has until the end of September to agree to governance and stakeholder reforms or FERC will impose needed reforms.
