MA DPU Schedules Municipal Aggregator’s Low-Income Community Shared Solar (LICSS) Program Working Group Meeting
The Department will convene a working group to discuss the Department’s directives relative to LICSS Programs on September 18, 2024, from 9:30 a.m. to 1:00 p.m., at the Department’s office, One South Station, 3rd Floor, Boston, Massachusetts. The working group will be in person only.
As background, on August 15, 2023, the Department of Public Utilities (“Department”) issued an Order opening an investigation into establishing guidelines for municipal aggregation proceedings, D.P.U. 23-67. Between December 20, 2023, and May 23, 2024, the Department held a technical session and successfully conducted numerous working group meetings at which Department staff facilitated stakeholders in developing Proposed Final Guidelines and Attachments (“Guidelines”). On July 9, 2024, the Department issued an Order approving the new Guidelines. D.P.U. 23-67-A. On July 24, 2024, the Department issued a Vote and Order Expanding its Investigation to include the Department’s authority to review a municipal aggregator’s low-income community shared solar program (“LICSS Program”), (2) the establishment of guidelines for a municipal aggregator’s LICSS Program filing with the Department, and (3) the establishment of guidelines and best practices for removing impediments to LICSS programs.
