Massachusetts Holds Firm On Plans To Phase Out Natural Gas
The Massachusetts DPU issued an order on the state gas utilities’ joint motion for clarification in the proceeding on the future of natural gas in the commonwealth.
Among other things, the order: (1) denies the motion for “additional time to appeal to the Supreme Judicial Court”; (2) clarifies that each gas utility must include climate performance metrics in its next rate case, regardless of whether it proposes a PBR plan; and (3) emphasized that the new requirement that utilities are responsible for demonstrating that non-pipeline alternatives (NPA) “were adequately considered and found to be non-viable or cost prohibitive to receive full cost recovery” is based in well-established prudence review reasonableness standards.
