Municipal Aggregation Workshop Scheduled

Massachusetts Department Staff has developed proposed criteria to identify the STGUs that are eligible to enter contracts with municipal aggregators prior to the SMART 3.0 regulations taking effect. Specifically, staff’s proposal would limit eligibility to STGUs to which DOER has issued a Preliminary Statements of Qualification, and for which there is a reasonable likelihood of becoming operational before December 31, 2024. 

Department staff seeks to discuss its proposal with stakeholders. Accordingly, the Department will convene a working group meeting via Teams on October 29, 2024, from 10:30 a.m. to 12:30 p.m. Meeting Invite Link. As background, on July 24, 2024, the Department issued its Vote and Order Expanding its Investigation in D.P.U. 23-67 to include (1) the Department’s authority to review a municipal aggregator’s LICSS program, (2) the establishment of guidelines for a municipal aggregator’s LICSS Program filing with the Department, and (3) the establishment of guidelines and best practices for removing impediments to LICSS programs.
