NYPSC Issues Two Orders Re: ‘Solar For All Program’ & Community Development Generation
In Docket 21-E-0629 (Distributed Solar), the PSC issued an Order adopting a Statewide Solar for All program which will boost solar development and retail energy storage projects by combining the utility-managed Energy Affordability Program (EAP) and market-based community solar to deliver clean energy savings to low-income households. The PSC also issued a second Order which granted CDG developers the flexibility to offer up to three different savings rates to opt-in CDG subscribers. The PSC also denied a proposal to allow CCAs to provide CDG on an opt-out basis. Press Release available here.
Looking ahead below are some important dates:
- By June 15,2024, the utilities must file a report including their estimated costs for customer information system and billing system modifications.
- By August 14, 2024, NYSERDA must file an update to its NY-Sun Operating Plan to include a Solar for All Project Framework.
- By August 14, 2024, NYSERDA must file an update to its Energy Storage Market Acceleration Incentives Implementation Plan that details project enrollment criteria and the application of storage incentives to S-SFA projects.
- By September 13, 2024, NYSERDA must file initial Solar for All compensation levels schedules to be included within utility Statewide Solar for All tariff statements.
- By November 1, 2024, NYSERDA is directed to review the Standard Offer compensation CASE 21-E-0629, et al. -70- levels at least annually, and file updated Standard Offer compensation levels schedules.
- By December 1, 2024, the utilities must file tariff amendments effectuating a Statewide Solar for All program.
- By December 1, 2024, the utilities must make tariff filings updating the Standard Compensation levels on the newly established “SSFA Statement”.
- By December 1, 2024 the utilities must start Statewide Solar for All credit distribution to eligible customers.
- By March 31, 2025, Niagara Grid must file a Statewide Solar for All Transition Plan.
- By April 30, 2025, the utilities must file a report listing all projects that elected to participate in the Statewide Solar for All Program.
- By June 15, 2025, the utilities must file a Statewide Solar for All Enrollment and Awareness Plan.
- By March 1, 2026, the utilities, must file annual reports including administrative costs, the capacity of Community Distributed Generation projects enrolled in the Statewide Solar for All Program, the capacity of projects in operations, the total number of customers enrolled in Statewide Solar for All Program, the amount of bill credits generated and distributed to participating customers per month with an annual total, the number of dual-participation customers and the total annual credits received, and an assessment of billing performance including the number of billing errors and late Value Stack credit payments.
