NYSERDA Granted Extra Time to File Disadvantaged Community and Low-To Moderate Income Finance Plan
On July 7, 2026, the New York PSC granted NYSERDA’s extension request until September 30, 2026 to submit its disadvantaged community and low-to moderate income finance plan.
Next Steps:
For the 2026-2030 non-LMI energy efficiency and building electrification portfolio NYSERDA report on uncommitted funds as of 3/31 are due by 6/30 annually.
Utilities must file joint customer platform utility integration plan and hold a stakeholder roundtable within 6 months.
Utilities must file temporary tariffs with energy efficiency and building electrification cost recovery effective 1/1/26.
Staff report electric panel and service upgrade study results due by 6/30/26.
As background, the NYPSC initiated this proceeding to (1) consider the development of a Clean Energy Fund (CEF); (2) ensure the continuity of clean energy programs in New York, and (3) enhance program efficiency and leverage, while also managing their transition from reliance on ratepayer surcharges to tariff and sustainable market-based clean energy activities.
The CEF was designed with four program portfolios that are administered by NYSERDA. The portfolios include Market Development; Innovation & Research; New York-Sun (NY-Sun); and the NY Green Bank (NYGB).
