On July 31, 2026 NYSERDA filed a  petition to approve $31.9 million in administrative funding for the 2027 Clean Energy Standard to support the continued administration of New York’s renewable energy, offshore wind, Tier 4, and Zero-Emission Credit programs.

The petition emphasizes that evolving federal policies, permitting delays, tariff changes, supply chain disruptions, and expiring federal tax incentives have increased the complexity of administering CES programs, requiring continued investment in technical support, system development, and market oversight. NYSERDA also highlights ongoing priorities including annual renewable energy solicitations, implementation of the extended ZEC 2.0 program, operation of the newly commissioned Champlain Hudson Power Express transmission project, oversight of Tier 4 and offshore wind contracts, and voluntary REC sales to reduce ratepayer costs. The agency proposes funding Tier 1, Tier 2, Tier 4, and Offshore Renewable Energy Credit administrative costs primarily through existing program revenues, including bid fees, forfeited contract security funds, and interest earnings, while continuing to fund Tier 3/ZEC administration through an administrative adder.

Previously on July 24, 2026 the New York PSC issued a notice extending the deadline for comments on the Clean Energy Zones (CEZ) White Paper.  Parties must now submit comments on the Clean Energy Zones Program white paper by October 9, 2026.
