Parties File Comments On Proposed Decision Modifying Green Access Program Tariffs And Adopting A Community Renewable Energy Program.

Several parties filed reply comments including: Arcadia Power Comments,   Coalition for Community Solar Access CommentsSolar Energy Industries Association Comments   Cypress Creek Renewables Comments  

Parties filed initial and reply comments on proposed decision (PD) modifying green access program (GAP) tariffs and adopting a community renewable energy program (CREP).   An overview of some of the initial comments include: (1) Cal Advocates supported the PD, noting only technical errors;  and (2) The Utility Reform Network (TURN), Coalition for Community Solar Access (CCSA), and Solar Energy Industries Association (SEIA) argued that the net value billing tariff (NVBT) “is a state-retail rate program that does not implicate the Federal Energy Regulatory Commission’s (‘FERC’) jurisdiction under PURPA” as “under the NVBT proposal, there is no wholesale sale or transmission of electricity,” with CCSA noting that “FERC has never invalidated a state net metering, virtual net metering, or community solar program”
