Of note, Michigan Energy Innovation Business Council and Advanced Energy United request clarification that “RECs will continue to remain the property of the DG customer who generated the RECs unless that customer decides to sell the RECs to the utility.”

Alternative electric supplier, co-op, and municipally own utility amended renewable energy plans are due by February 27, 2025.

As background, the proceeding implements significant changes to the state’s RPS requirements for electric utilities and retail suppliers. The new state law, which took effect February 27, 2024, increases the RPS requirement from 15% through 2029 to 50% in 2030 through 2034 and 60% in 2035, and thereafter. The law also requires utilities and suppliers to file with the MIPSC an amended renewable energy plan within one year of 2/27/24.
