Pennsylvania Bipartisan Legislative Committee Releases Report On SCB
The Pennsylvania General Assembly’s Legislative Budget and Finance Committee (LBFC) voted to publicly release its report “A Study Pursuant to Senate Resolution 2023 – 116: Supplier Consolidated Billing.” The research arm of the legislature had been directed to develop this report by the state senate last year.
Among other things the report makes the following recommendations: (1) “Pennsylvania policymakers should monitor SCB implementation in Maryland. We recommend the General Assembly require the LBFC to conduct a follow-up report evaluating SCB implementation in Maryland and its applicability to Pennsylvania;” (2) “If policymakers determine that SCB is a viable and needed outcome in Pennsylvania, the Public Utility Code should be amended to permit SCB to be an allowable billing method for electric service. Additional sections that conflict with EDC/EGS responsibilities should be amended;” and (3) During the next refresh of the PAPUC’s retail energy shopping websites (PAPowerSwitch and PAGasSwitch), the sites should be improved to allow users to choose different languages other than English or Spanish, add additional sorting and search capability, and include complaint information.
