POR Technical Conference Transcripts Now Available
A transcript from the District of Columbia PSC’s technical conference on tiered purchase of receivables (POR) program October 1st is now available.
As discussed in the District of Columbia PSC’s June 2026 order modifying the Pepco and WGL POR programs, the DC Commission is considering a residential POR program with a top, middle, and bottom tier, in order to capture the alleged default disparity among residential third-party suppliers.
The DC PSC said that the highest arrearage rate among suppliers is 20 times that of the lowest rate. This conference comes at the same that Council of the District of Columbia is considering legislation that would implement SB1-style price caps on retail supplier offers.
