PSC Accepts BG&E’s Proposal Regarding “Do Not Transfer List”

[ *** ] The Commission has reviewed the request filed on June 23, 2025, by Baltimore Gas and Electric Company updating the status of its implementation of the Do Not Transfer List, which is required by Senate Bill 1 (2025).
After considering this matter at the August 27, 2025 Administrative Meeting, the Commission accepted the Company’s proposal not to implement an automated enrollment block for Do Not Transfer List customers at this time; directed the Company to provide reporting, as recommended by Staff in its comments dated August 20, 2025, that lists any retail supplier enrollments for customers on the Do Not Transfer List; directed the Company to complete the lower cost and partial automation of the Do Not Transfer List; and, granted the Company’s request for regulatory asset treatment for costs incurred to implement the Do Not Transfer List.
The Commission determined, however, that questions of prudency, whether the regulatory asset should be included in rate base earning a return, and the appropriate amortization period shall be deferred for future consideration when the costs are subject to recovery in a future rate case.
