PSC Adopt Standardized Greenhouse Gas Emission Framework
On September 18, the New York PSC adopted a standardized annual greenhouse gas emissions inventory framework for New York’s major electric and gas utilities.
Utilities must report natural gas distribution and end-user combustion emissions using NYSDEC emission factors where available, followed by EPA and then NGSI factors when necessary. The NYPSC also determined that upstream emissions from imported natural gas no longer need to be reported following the 2026 CLCPA amendments and prohibited utilities from claiming emissions reductions from certified/differentiated natural gas. Utilities must also quantify the incremental greenhouse gas impacts of individual projects and programs in future rate filings.
