PSC Schedules Virtual POR Workshop
To Consider Individual Supplier POR Rates
On September 15, 2026 the Public Service Commission of the District of Columbia issued a public notice that the Commission will hold a virtual technical conference on Thursday, October 1, 2026, 2:00 pm – 4:00 pm to consider the feasibility of adopting a tiered discount rate under the Pepco-DC and Washington Gas Light-DC Purchase of Receivables (POR) programs, in order to address the “disparity” in customer payment default rates among retail suppliers.
In the Commission’s prior POR order, the Commission considered the use of multiple discount rates for residential POR that would be based on the uncollectibles of a retail supplier’s customers but ultimately did not adopt this proposal. Although this approach was not adopted, the Commission acknowledged that such a tiered approach to POR discounts had merit by acknowledging such an approach might address concerns about implementation costs while also addressing excessively high specific supplier uncollectibles that are currently socialized among all POR customers and potentially SOS customers.
As a reminder the PSC is also accepting written comments on the use of a multi-tiered POR discount rate for POR, with comments due not later than Wednesday, September 30, 2026.
