PSC Staff Files Forecast For Evaluating Avoided ICAP Costs

The New York Public Service Commission (PSC) staff filed a forecast  for evaluating avoided ICAP costs as part of the Benefit Cost Analysis Framework.

In the filing staff notes that “the Gold Book does not yet adequately reflect the mandates of the Climate Leadership and Community Protection Act and also recognizes that the NYISO is implementing significant changes to the ICAP markets in New York through accreditation of generators’ marginal capacity value.”
