PUC Postpones Computational Large Load Technical Conference

Awaits further direction from FERC/PJM Decisions

On October 28, 2026 the Pennsylvania Public Utility Commission (Commission) issued a notice postponing a large computational load cost allocation technical conference scheduled for November 17, 2026.

Given that the Federal Energy Regulatory Commission (FERC) issued an Order on September 29th rejecting key elements of PJM’s proposal to hold a reliability backstop procurement auction to acquire capacity to fill a pending shortfall.  Moreover, on October 9, 2026, FERC issued a separate Order rejecting PJM‘s proposed Interim Resource Adequacy Service proposal the Pennsylvania Commission deems it necessary to postpone its scheduled technical since these recent decisions by FERC have a direct impact on the large computational load cost allocation topic that was to be discussed at the Commission’s Technical Conference.  Therefore, it is prudent for the Commission to stand by and review future PJM and FERC action on these matters.

The Pennsylvania Commission therefore gives notice of its postponement of the November 17, 2026 Technical Conference.

At a later time to be determined by the Commission, the Commission shall provide a future date for the rescheduling of a Technical Conference regarding large computational load cost allocation in Pennsylvania Additionally, the comment period for the Technical Conference has been closed until this matter is revisited by the Commission.

As background on October 1, 2026 the Pennsylvania Commission issued a tentative order issued a Tentative Order and Appendix seeking comments on a proposed requirement that all electric distribution companies update their pre-emergency and emergency load control procedures to incorporate Interim Resource Adequacy Service and to ensure that data centers are not classified as critical load exempt from curtailment during these events. In addition, the PUC seeks comments on the implementation of a PJM Interconnection, L.L.C. (PJM) proposed Tariff Attachment DD-4 regarding Interim Resource Adequacy Service.
