PUC Repeals Energy Efficiency Rules

On July 8, 2026 the Arizona Corporation Commission (ACC) repeals Electric Energy Efficiency Standards Rules (EEE Rules).

In a press release, AZCC Chair Myers noted that “The repeal of the rules does not mean that energy efficiency or demand side management programs go away,” but instead will be evaluated on a case-by-case bases.

The ACC voted unanimously to eliminate the mandate, finding that the EEE Rules had become counterproductive due to current renewable market parity and saturation, and that, because utilities seek recovery of mandated program costs from ratepayers, the rules led uniform surcharges that amounted to subsidization of affluent ratepayers by low-income ratepayers.
