PURA Files Notice Of Reopening Record And Notice Of Hearing In Annual Review Of Rate Adjustment Mechanisms Of Connecticut Light And Power

[ *** ] In addition, on June 24, 2024, Eversource and The United Illuminating Company (UI; jointly electric distribution companies or EDCs) jointly submitted a motion (Motion No. 26)2 requesting, inter alia, that the Authority establish a rate within each EDCs’ RAM to recover electric vehicle program (EV Program) expenses as a “known and measurable” amount, beginning September 1, 2024, subject to a prudence review and reconciliation of collected costs and actual costs as part of the 2025 RAM proceeding for each EDC. Motion No. 26, pp. 2–3. In addition, the EDCs request that PURA authorize the recovery of program expenses incurred (and deferred) from the EV Program start in 2021 through December 31, 2024, over a 20-month amortization, September 1, 2024, through April 30, 2026. Id., p. 3. The EDCs attached to Motion No. 26 prefiled testimony of Eversource’s witnesses (EV Program PFT), as well as documentation regarding Eversource’s EV Program Costs. See Motion No. 26, Att. A and Ex. 1 through 5.
Accordingly, the Authority hereby reopens the record in this proceeding for the limited purpose of receiving testimony and additional evidence regarding Eversource’s EV Program expenses and the potential recovery of such expenses through Eversource’s RAM rates, effective September 1, 2024, and the Amtrak PFT. Additionally, Parties and Intervenors may submit supplemental briefs on the topics of Eversource’s EV Program expenses and the potential recovery thereof and the Amtrak PFT by Wednesday, July 17, 2024, at 4:00 p.m.
The Authority hereby notifies Parties and Intervenors that it will hold a hearing, if requested in writing, on Wednesday, July 10, 2024, immediately following the hearing in Docket No. 24-01-04, at the PURA offices, Ten Franklin Square, New Britain, Connecticut, to receive testimony and additional evidence regarding Eversource’s EV Program expenses and potential recovery of such expenses through Eversource’s RAM rates, effective September 1, 2024, and the Amtrak PFT. If a written request to hold such hearing is not filed with the Authority on or before Monday, July 1, 2024, at 4:00 p.m., the right to request a hearing shall be deemed waived, and the hearing will be cancelled.
