PURA Files Notice Of Request For Written Comments In Annual Non-Residential Renewable Energy Solutions Program Review – Year 4

In 2021, the Public Utilities Regulatory Authority (Authority) established the NonResidential Renewable Energy Solutions (NRES) Program, which serves as a combined successor program to the state’s Low and Zero Emissions Renewable Energy Credit (LREC/ZREC) and Virtual Net Metering (VNM) programs for non-residential customers. Decision, June 30, 2021, Docket No. 20-07-01, PURA Implementation of Section 3 of Public Act 19-35, Renewable Energy Tariffs and Procurement Plans (Final Decision). Pursuant to Section III.K. of the Final Decision, the Authority initiates a docket annually to review key program metrics with stakeholders and to evaluate whether and how the program should be modified to more fully accomplish the objectives established in the Final Decision. The above-captioned proceeding serves as the administrative record of the Authority’s review and approval of the Year 4 NRES program rules and other key program documents and compliance filings. The Authority may include additional relevant topics regarding program implementation at its discretion

To facilitate the Authority’s evaluation of the NRES Program, the Authority requests that docket participants and interested stakeholders file written comments on or before 4:00 p.m. on August 23, 2024, addressing the following:

1. Legislative Changes: Incremental Capacity
2. Wages, Community Benefits, and Workforce Development
3. Legislative Changes: School Solar
4. Recommended Programmatic Changes
5. Recommended Price Caps and Bid Preferences
6. Solar Panel and Battery End of Life Considerations
7. Interconnection Report
