In this proceeding, the Connecticut Public Utilities Regulatory Authority (PURA or Authority) is investigating strategies to optimize the integration of medium- and heavy-duty (MHD) electric vehicles (EVs) onto the grid, including, but not limited to, examining potential rate design and infrastructure solutions. This proceeding is intended to complement the Connecticut EV Charging Program, which offers infrastructure incentives, rate designs, and managed charging programs to support light-duty (LD) EV charging. On July 14, 2020, Connecticut joined the bipartisan Multi-State MHD Zero Emission Vehicles (ZEV) Memorandum of Understanding (MOU).  The 17 signatory MOU States, the District of Columbia, and the Canadian province of Québec established a goal to reach 30% of MHD EV sales by 2030, and 100% of such vehicle sales by 2050 in their respective jurisdictions, and to lead by example in the procurement of MHD ZEVs for public fleets.  In addition to Connecticut’s participation in the MHD ZEV MOU, this proceeding is guided by existing state statutes and policies that support the deployment of both LD and MHD ZEVs, including economy-wide greenhouse gas reduction targets. See General Statutes § 22a-200a(a). Specifically, by January 1, 2030, at least 30% of buses purchased or leased by the state must be electric. General Statutes § 4a67d(d)(1). As part of Executive Order No. 21-3 issued on December 16, 2021, Governor Lamont committed the Connecticut Department of Transportation (ConnDOT) to cease purchasing diesel transit buses beginning in 2024 and requires ConnDOT to develop an implementation plan to achieve 100% bus fleet electrification by 2035. In addition, all school buses in environmental justice communities (EJCs), as defined in General Statutes § 22a-20a(a)(1), must transition to ZEVs by 2030 and all school buses statewide must transition to ZEVs by 2040.
