PURA Files Notice Of Technical Meeting In PURA Investigation Into Performance Mechanisms For A Performance-Based Regulation Framework
From Notice:
[ *** ] The Authority hereby notifies Participants that it will hold its seventh Technical Meeting (Technical Meeting No. 7) on September 26, 2024, starting at 1:00 p.m., in person at PURA’s offices, Ten Franklin Square, New Britain, Connecticut. The purpose of Technical Meeting No. 7 is to facilitate a roundtable discussion on the Scorecards in the Authority’s March 14, 2024 Straw Proposal. As such, the Authority seeks participation from Participants to discuss affirmative proposals to modify, refine, and add specificity to the Straw Proposal’s recommended Scorecards. All Participants are invited to identify one spokesperson (Roundtable Representative) to participate directly in the facilitated discussions at Technical Meeting No. 7 to ensure that all participants are afforded an equal opportunity to engage. Additional Participant representatives are welcome to attend Technical Meeting No. 7 in-person; however, they will not be the primary participants in the facilitated roundtable discussion as space is expected to be limited and the Authority wishes for each participant to be represented in the discussion. In addition, Technical Meeting No. 7 will be broadcast on YouTube and a court reporter will be present at the meeting to transcribe the discussion.
The focus of Technical Meeting No. 7 will be on the remaining priority outcomes that include scorecards, 6 specifically, Quality Customer Service, Affordable Service, and Reliable and Resilient Electric Service. Participants should come prepared to suggest and discuss specific, practical modifications to the scorecards, to ensure a Performance Mechanism portfolio that appropriately supports each priority outcome. Specifically, Participants and stakeholders are asked to consider each scorecard’s proposed objectives; structure, including sub-metrics; data inputs; target-setting methodology; and other scorecard-specific implementation considerations. For reference, Appendix A of the Straw Proposal includes the proposed attributes of each Performance Mechanism, as well as gaps in need of further development.
Accordingly, Participants interested in participating in the roundtable discussions at Technical Meeting No. 7 must provide to the case coordinator, Laura Lupoli, via email at laura.lupoli@ct.gov, by 4:00 p.m. on September 19, 2024, the name of the entity’s designated Roundtable Representative. The Authority plans to issue an agenda in advance of the Technical Meeting. [ *** ]
