PURA Files Proposed Decision In Investigation Into Distributed Energy Resource Interconnection Cost Allocation – Non-Residential Interconnection Upgrades

{***} The Public Utilities Regulatory Authority (Authority or PURA) directs the electric distribution companies (EDCs) to update the distributed energy resource (DER) interconnection application and review process to include new procedures to review DER interconnection applications in batches (Group Study Process). The purpose of the Group Study Process is to improve the efficiency and transparency of the interconnection process while ensuring that distribution system interconnection costs are fairly allocated across developers and ratepayers. The Group Study Process guidelines are detailed in Attachment A to this Decision.
At this time, the Authority declines to establish an extraordinary cost recovery mechanism for the EDCs to recover ratepayer-assigned costs that result from interconnection upgrades as the traditional cost recovery pathways remain viable. The Authority will continue to examine the range of options proposed by various stakeholders and may implement a cost recovery mechanism in a subsequent proceeding or in an EDC’s next rate case. In the interim, the Group Study Process is operable, and the EDCs may request cost recovery for any incurred costs resulting from the Group Study Process in their next rate case according to traditional utility ratemaking principles.[ *** ]
