PURA Files Request For Comments And Notice Of Technical Meeting In Annual Energy Storage Solutions Program Review – Year 4

From Notice of Technical Meeting:
[ *** ] A technical meeting of the Authority staff, docket Participants, and interested stakeholders will be held on Thursday, September 12, 2024, starting at 9:00 a.m., via remote access. Technical Meeting topics are outlined below.
The Authority will use this Technical Meeting to receive information on the topics included in the Notice of Request for Written Comments issued on August 13, 2024. These topics include: (1) programmatic changes recommended by The Connecticut Light and Power Company d/b/a Eversource Energy (Eversource), The United Illuminating Company (UI; together, with Eversource, the electric distribution companies or EDCs) and the Connecticut Green Bank (CGB; collectively, with the EDCs, the Program Administrators) (Order 3 Compliance); (2) potential programmatic adjustments to ensure participants can meet the requirement of dispatching 80% of available energy during 90% of passive dispatch hours; (3) the Program Administrators’ proposal3 to ensure multifamily housing tenant benefits (Order No. 21 Compliance); (4) potential revisions to the Program’s commercial and residential megawatt (MW) allocations; (5) the EDCs’ ESS Program Interconnection Reports4 and their recommended changes to the Interconnection Guidelines5 (Order Nos. 26 and 28 Compliance); and (6) CGB’s recommendations6 for addressing the issue of stationary battery recycling. The Authority directs the Program Administrators to deliver presentations on the topics contained in the August 13, 2024 Notice of Request for Written Comments. If any of these topics were covered during the August 6, 2024 Technical Meeting in the present proceeding, it is not necessary to present the same information again.
All Participants and interested Stakeholders planning to present or otherwise provide comments at the Technical Meeting must provide a list of speakers, along with a designation of speaker by topic with an estimated time to present on each topic, to the PURA case coordinator, Laura Lupoli, via email, laura.lupoli@ct.gov, by 9:00 a.m. on Thursday, September 5, 2024. The Authority will issue a draft agenda for the Technical Meeting. All Participants and interested Stakeholders providing presentations must file their presentations through the Authority’s web filing system and provide a copy to the PURA case coordinator by 9:00 a.m. on September 9, 2024. The Technical Meeting will take place via remote access. Access instructions are set forth below.
