PURA Grants United Illuminating’s Rate Adjustment

The United Illuminating Company (UI or Company) filed a motion (Motion No. 4) with the Public Utilities Regulatory Authority (Authority or PURA) requesting incorporation of the results of the Company’s most recent power procurements for Standard Service (SS) and Supplier of Last Resort Service (LRS) into a new Generation Services Charge (GSC) and the Bypassable Federally Mandated Congestion Charge (BFMCC) effective July 1, 2024. UI reports a decrease in the SS generation rate from an average of 16.9612 ¢/kWh in the first half of 2024 to an average of 11.9972 ¢/kWh in the second half of 2024 across all rate schedules. Id., Att. 1, p. 1. UI requests approval to maintain the GSC administrative adder, a component part of SS that collects the Company’s administrative expenses to provide default generation service and load settlement, unchanged at 0.8049 ¢/kWh. Motion No. 4, p. 1. Additionally, the Company requests approval to set the BFMCC rate equal to 0.0000 ¢/kWh to end recovery of the cost of the Mystic Generation Station Cost of Service contract included in current SS rates. Id.
Additionally, UI reports an increase in the LRS generation rate from an average of 10.1831 ¢/kWh in the second quarter of 2024 to an average of 11.6489 ¢/kWh in the third quarter of 2024. Motion No. 4, Att. 1, p. 1. Similar to SS, UI further reports that the GSC administrative adder for LRS will remain unchanged at 0.8049 ¢/kWh. Id., Att. 1, p. 2. [ *** ]
The Authority provisionally approves UI’s proposed adjustments to the Company’s GSC and BFMCC for SS rates effective July 1, 2024, through December 31, 2024, and for LRS rates effective July 1, 2024, through September 30, 2024, subject to further review and approval in the Company’s next applicable rate adjustment mechanisms (RAM) proceeding (e.g., Docket No. 25-01-04), pursuant to General Statutes § 16-19b(h). The Authority notes that the rate changes discussed herein address only the generation portion of customer bills, not the distribution portion regulated by the Authority. [ *** ]
