PURA Issues Revised Notice Of Request For Participant Recommendations In Equity, Accessibility, And Stakeholder Engagement

[ *** ] On September 17, 2024, the Public Utilities Regulatory Authority (Authority or PURA) initiated this docket to identify improvements to equity and accessibility in proceedings before the Authority, as well as to the Authority’s communication with stakeholders.

The Authority is most interested in improving opportunities for stakeholder participation in decision-making processes, particularly for low-income residential customers, residential customers that experience high energy burdens, and individuals and communities impacted by PURA decisions. The Authority is conducting this uncontested proceeding to seek stakeholder input regarding the following questions: 

  1. How can PURA make stakeholder participation and engagement in dockets easier, more meaningful, and more efficient? 
  2. What constraints or obstacles currently limit effective participation and engagement? 
  3. What information can PURA provide to help consumers understand regulated services? 
  4. What accessibility tools, such as translation, should be prioritized by PURA and the public service companies? 

The Authority intends to hold public meetings on March 20, 2025, and **May 16, 2025,** to solicit stakeholder input and invites recommendations from stakeholders regarding possible locations for public meetings. The Authority welcomes suggestions as to specific towns and locations within those towns, such as libraries, town halls, or other community spaces. Additionally, the Authority welcomes recommendations for reducing the burden on community members’ attendance. In other words, the Authority would like input on how these public meetings could be made more accessible to community members, including timing, provision of childcare, and transit access. Recommendations should be filed as correspondence in Docket No. 24-09-07 no later than 4:00 p.m. on January 17, 2025, to allow the Authority sufficient time for consideration and planning.
