PURA Releases 2025 Annual Report

On March 10, 2026 the Connecticut Public Utilities Regulatory Authority (PURA) released its Annual Report to highlight the agency’s work in 2025 and preview major topics in 2026.

The 2025 Annual Report, which includes both metrics and summaries of key decisions across all regulated electric, water, natural gas, and telecommunications industries, is aimed at increasing stakeholder engagement and awareness of completed and ongoing proceedings.

This resource also details reports submitted to the General Assembly in 2025, as well as progress on specific PURA investigations required by recent legislation, notably Public Act 25-173, which included many directives for the agency.

From the Executive Summary the report outlines the two major electric utility rate cases that includes:

  • Docket No. 25-01-03 Eversource’s 2025 rate adjustments for expenses incurred in 2024 and
  • Docket No. 25-01-04 United Illuminating’s 2025 rate adjustments for expenses incurred in 2024.

The report also outlines some major Grid Modernization Decisions including:

  • Docket No. 24-08-07 – Innovative Energy Solutions Program Cycle 3
  • Docket No. 25-02-14 Study on successor programs to the state’s renewable energy programs and
  • Docket No. 25-08-08 PURA completed the first cycle of the Non-Wires Solutions (NWS) process with the EDCs and the NWS Process Monitor Docket No. 25-05-01 PURA’s review of energy affordability programs
