PURA Requests Proposals on Cost Recovery Mechanisms In Investigation Into Distributed Energy Resource Interconnection Cost Allocation

The Public Utilities Regulatory Authority (Authority) initiated the present docket on December 6, 2022, to investigate and potentially implement cost sharing policies and proposals for the interconnection of non-residential distributed energy resources (DERs). One proposal would require that the electric distribution companies (EDCs) implement a Group Study Process to facilitate non-residential DER interconnection. The Group Study Process would direct the EDCs to study the system impact of multiple interconnecting customers collectively and to design a distribution system upgrade that allows the group to interconnect and share the upgrade costs. Additionally, the process allows the EDCs to design interconnection solutions with surplus capacity to interconnect future DER projects and address reliability and load growth needs.[ *** ] 

To facilitate the development of an equitable cost recovery mechanism, the Authority requests that docket participants submit proposed cost recovery mechanisms for the portion of costs allocated to distribution system ratepayers on or before November 4, 2024, by 4:00 p.m. 

Additionally, the Authority requests that docket participants submit written comments in response to the cost recovery mechanisms proposed by each participant on or before November 25, 2024, by 4:00 p.m. [ *** ]
