Reminder PUC Updates SOS Rules

As a reminder, the Public Utility Commission of Ohio (PUCO) on July 22, 2026 issued an order adopting updates to its standard service offer rules to reflect changes made by House Bill 15 and improve the SSO application process .

The revisions included updating definitions and statutory references, modernized SSO application requirements, strengthened corporate separation plan compliance requirements, clarified the competitive bidding process and annual significantly excessive earnings test filing requirements, and specified that certain electric security plan provisions apply only under the pre-House Bill 15 statutory framework. The PUCO also rescinded the rule requiring technical conferences for SSO proceedings and left the discoverable agreements rule unchanged.
