Technical Meeting Scheduled In Investigation Into Establishment Of Integrated Distribution System Planning Within Performance-Based Regulation Framework

[ *** ] The Authority hereby notifies Participants and interested stakeholders that it will hold its fifth Technical Meeting (Technical Meeting #5) on Wednesday, March 6, 2024, at 11:00 a.m., via remote access. The purpose of Technical Meeting #5 is to discuss the information technology (IT) systems that support the various steps in the EDCs’ existing distribution system planning processes. Specifically, the Authority seeks to review the purpose of each IT system, the characteristics of each IT system (e.g., year implemented, cloud or local server-based, developed internally vs. sourced from a vendor), the type of data housed within each IT system, how the IT system is used to support the distribution system planning process, and the linkages among the EDCs’ IDSP-relevant IT systems. As such, the Authority respectfully requests that the EDCs present on the following topics at Technical Meeting #5, at minimum:
- The name, purpose, and characteristics of each IT system used to support each step in the EDC’s current distribution system planning process. IT system characteristics include but are not limited to: a. Year the IT system was implemented at the EDC, b. Whether the IT system is cloud or local server-based, c. Whether the IT system was developed internally vs. sourced from a vendor, d. Other relevant characteristic information.
- The type(s) and source(s) of data housed within each IDSP-relevant IT system, including the granularity of the data (e.g., whether the data is tracked at the system, substation, feeder, circuit, customer meter, or some other level of granularity).
- The specific role each IT system plays within the EDC’s current distribution system planning process.
- The linkages between the distribution system planning-relevant IT systems, and to other key systems within the EDC’s IT infrastructure. In other words, how the EDC’s IT systems are connected to one another to enable distribution system planning. For informational purposes, the EDCs should also provide an inventory of all other IT systems in use with a brief description of their respective purposes.
- An assessment of potential future IT system needs to support effective IDSP and advancement toward increasing DER interconnections and use of other grid-edge technologies, beneficial electrification, system interoperability, and optimized utilization of the distribution system.
Accordingly, Participants and interested stakeholders who intend to present must provide a list of presenters and an estimated time of their presentation to the case coordinator, Laura Lupoli, via email at laura.lupoli@ct.gov, by 4:00 P.M. on Wednesday, February 28, 2024. The Authority will then issue a meeting agenda, which will allow time for PURA staff, Participants, and interested stakeholders to ask questions of each presenter. Participants and interested stakeholders must file their presentations through the Authority’s web filing system and provide a copy to the case coordinator by 4:00 P.M. on Monday, March 4, 2024.
The Technical Meeting will take place through remote access with instructions provided in the Notice.
