Technical Meeting Scheduled In Investigation Into Performance-Based Regulation Framework

[ *** ] The Authority hereby notifies Participants that it will hold its ninth Technical Meeting (Technical Meeting No. 9) on Monday, November 25, 2024, starting at 1:00 p.m., in person at PURA’s offices, Ten Franklin Square, New Britain, Connecticut. The purpose of Technical Meeting No. 9 is to continue a roundtable discussion on the recommended PIMs in the Authority’s March 14, 2024, Straw Proposal. As such, the Authority seeks participation from Participants to discuss affirmative proposals to modify, refine, and add specificity to the Straw Proposal’s recommended PIMs. All Participants are invited to identify up to two spokespersons (Roundtable Representatives) to participate directly in the facilitated discussions at Technical Meeting No. 9 to ensure that all participants are afforded an equal opportunity to engage. Additional Participant representatives are welcome to attend Technical Meeting No. 9 in-person; however, they will not be the primary participants in the facilitated roundtable discussion as space is expected to be limited and the Authority wishes for each participant to be represented in the discussion. In addition, Technical Meeting No. 9 will be broadcast on YouTube and a court reporter will be present at the meeting to transcribe the discussion.
The focus of Technical Meeting No. 9 will cover, to varying degrees, all the priority outcomes that include PIMs. Participants should come prepared to suggest and discuss any specific, practical modifications to PIMs to ensure a Performance Mechanism portfolio that appropriately supports each priority outcome. Specifically, Participants are asked to consider each PIM’s proposed objectives; structure, a target setting methodology, and incentive structure. Additionally, if time permits, the Authority will facilitate discussion on the potential inclusion of census-block reporting as proposed by OCC. For reference, Appendix A of the Straw Proposal includes the proposed attributes of each Performance Mechanism, as well as gaps in need of further development.
Accordingly, Participants interested in participating in the roundtable discussions at Technical Meeting No. 9 must provide to the case coordinator, Laura Lupoli, via email at laura.lupoli@ct.gov, by 4:00 p.m. on Monday, November 18, 2024, the name(s) of the entity’s designated Roundtable Representative(s). The Authority plans to issue an agenda in advance of the Technical Meeting. [ *** ]
