In this order, the New Hampshire Public Utility Commission approves the parties’ settlement agreement regarding Unitil Energy Systems, Inc.’s (UES or the Company) proposed Purchase of Receivables (POR) Program. This proceeding is continued to a second phase to consider the Company’s proposed revisions to its “Competitive Electric Supplier Trading Partner Agreement” (TPA) and “Terms and Conditions for Competitive Suppliers” (T&C) tariff.

This  order approves a settlement agreement that include: (1) All suppliers that choose to participate in consolidated billing service from Unitil will be automatically enrolled in Unitil’s POR Program; (2) Participating suppliers must sell the accounts receivable for all of their customers on consolidated billing service to Unitil; (3) Unitil shall pay Participating Suppliers the full amounts due from Customers for Generation Service, less a discount percentage rate; (4) Payments to participating suppliers shall be made monthly based on the combined average payment period for all customers on default service and consolidated billing service; and (5) Unitil will propose to recover the incremental costs directly related to the development and implementation of changes to billing, information, and accounting systems directly related to the billing procedures necessary to incorporate the POR program into consolidated billing service through the administrative cost percentage component of the initial DPR.
As background on September 6, 2023, the parties filed a proposed settlement agreement. 
On July 24, 2024, Unitil filed motion seeking “clarification and further guidance on the effective date for the DPRs and the deadline by which the Company must make its annual reconciliation filings with the Commission”
