Utilities Raise Concerns About Impact Of New State Law SB4 For Non-Residential Renewable Energy Solutions Program; PURA Files Agenda For Technical Meeting In Annual Non-Residential Renewable Energy Solutions Program Review – Year 4
On July 22, 2025 the State electric utilities filed a joint motion seeking PURA’s direction on the impact of new state law (SB4) on its recent and upcoming Non-Residential Renewable Energy Solutions program procurements for 2025.
In the utilities joint comments, Unitil and Eversource raised concern regarding the impact of the new law on Class I low-emissions projects (e.g., fuel cells) and anaerobic digestion facilities are now ineligible for the NRES Program. The utilities also said changes are needed to eliminate the 10MW cap for low-emissions NRES projects for procurements and tariff years starting after January 2025.
In a separate motion, Verogy -a solar developer- filed a motion for emergency changes to Connecticut’s NRES and Shared Community Energy Facilities programs. The solar developer said, “…projects awarded after the end of 2025, and certainly after July 4, 2026, will most likely be incapable of qualifying for the [federal] Tax Credits, which offset 30% to 70% of a project’s capital costs.” Verogy also “respectfully requests that PURA 1) use its existing authority to remove the annual cap associated with upcoming SCEF and NRES solicitations and 2) direct the EDCs to issue multiple, serial procurements in rapid succession to capture available lower cost projects.”
Subsequently on July 24, 2025, the Commission scheduled a technical conference for Tuesday, July 30, 2024, at 10:00 AM via Teleconference.
