In Delaware, the utility Delmarva Power has filed a request for proposals for full requirements for wholesale electric power.

For the upcoming 2027 SOS procurement cycle, the proposed date for the first tranche auction is November 2, 2026 and the proposed date for the second tranche auction is January 25, 2027. The auctions run on the Enel-X platform. Enel-X representatives and the consultant engaged by the Commission determine and verify the winners of the auctions and notify Delmarva Power of the results. The winning suppliers and Delmarva Power then execute the Delaware Full Service Requirement Service Agreement (the “FSA”).

Delmarva Power enters the information on winning suppliers and prices into a settlement database. Delmarva Power pays the suppliers their actual seasonal bid prices based on their awarded share of the total SOS load based on the results of the auction. Payment is based on the supplier’s awarded share of the load. For example, if a supplier wins 10% of the Residential SOS supply obligation, it will serve approximately 10% of the actual SOS energy requirements and be paid according to its winning bid price for that share.

The SOS procurement process is reviewed annually by Delmarva Power, Commission Staff, the Division of the Public Advocate, and suppliers. On July 23, 2026, Delmarva Power hosted a procurement improvement process meeting to discuss the 2027 procurement cycle and proposed changes to the RFP and FSA.

Exhibit 1 summarizes Delmarva Power’s proposed modifications to the Request for Proposals (“RFP”) and the Full Requirements Service Agreement (“FSA”). Exhibits 2 and 4 consist of redlined version of the RFP and the FSA, respectively, which identify the specific proposed changes to the documents. Exhibits 3 and 5 are clean versions of those same documents. Exhibit 6 lists the stakeholders traditionally involved in the SOS procurement process and who are being provided with this filing.

Delmarva Power respectfully requests that this matter be placed on the Commission’s agenda for its September 2, 2026, meeting, which will enable the upcoming reverse auction to proceed as scheduled, with the RFP website on Ariba going live on September 14, 2026.

PJM Capacity Auction

The 27/28 BRA results were $333.69

The 28/29 BRA results were $325.00

The residential contracts will run from June 1, 2027 – May 31, 2029

The RFP and FSA documents will be edited to remove the use of the proxy price since the BRA prices will be known. Should anything change with the PJM BRA results, a proxy price of $325.00 will be used.

FSA changes Exhibits A Transaction Confirmations

Delmarva Power & Light will update the Transaction Confirmations to include the Pnode Delivery Point rather than “PJM Control Area” Exhibit D – Billing Line-Item Transfers list will be updated to align to other PHI jurisdictions. The current BLIT list will be pulled from PJM and inserted into the FSA. Exhibit D – Billing Line-Item 1935 Delmarva Power & Light is proposing that this line item be transferred to the utility. This would require suppliers who are currently serving load to obtain a new short name for future load.

Credit changes

Letter(s) of Credit: Raising the LC rating requirement to A (S&P) and A2 (Moody’s). Included a more descriptive S&P credit rating in the event a senior unsecured rating is unavailable
