Utility Rate Design For Stranded Costs Including Large Commercial Customer
On August 29, 2025 Central Maine and Versant Power made a filing incorporating LD1792 and LD1777 changes and the calculation of October 1, 2025 stranded cost rates.
On August 28, 2025, the Maine PUC ordered the implementation of provisions from recent legislation establishing a new rate design for stranded costs, effective October 1, 2025. In this order the PUC also clarified the definition of “large commercial customer” and directed the utilities to incorporate reconciliation revenue variances into post-restructuring stranded costs, subject to the rate design effective June 20, 2025.
On August 26, 2025 Versant filed its large class customer stranded cost bill impacts.
On August 22, 2025, Central Maine and Versant Power filed updated NEB cost forecasts and updated October 1, 2025 rate revenue requirements.
As background the PUC initiated this docket to investigate stranded cost rate design of post-restructuring costs, specifically alternate intraclass rate designs. This investigation follows on the final order in 2023-00230, which found that “the rate impact analysis showed that the fixed charge impacted some larger rate classes dramatically, with low kWh usage customers within some classes paying much more than they would under volumetric recovery, and high kWh usage customers in some classes paying much less than they would under volumetric recovery.”

Proceeding to investigate changes to the current intraclass rate design for both NEB and non-NEB post-restructuring costs through the stranded cost mechanism and alternative rate designs.
Utility Seeks Approval Of Standard Offer Credit & Collection Activities

Versant seeks approval of the stipulation that “resolves all issues related to Versant’s standard offer credit and collection activities through June 30, 2025.
