Maryland Files Proposed Revisions to Energy Storage Rulemaking

On March 9, 2026 Staff Filed A Redline Of Proposed Regulations To COMAR 20.50.09 In The Interconnection Workgroup and the Implementation of FERC Order No. 2222 and retail Grid services in Maryland.

Among other things the proposed revisions introduce more transparent pre-application reports, enhanced online tools for application tracking, and expanded public data on interconnection queues.

The redlined proposal also clarifies when new applications are required, and standardize timelines, fees, and invoicing practices to improve consistency.

This proposal is focused on increasing grid utilization by expanding options like limited export and inadvertent export arrangements, allowing projects to interconnect without triggering costly upgrades, and introducing cost-sharing concepts for grid upgrades.

As background, this proceeding implements legislation enacted by the Maryland General Assembly on May 8, 2023, through the passage of House Bill 910, directing the Maryland PSC to establish the Maryland Energy Storage Program.

The statute requires program implementation by July 1, 2025 and sets deployment targets of up to 750 MW of cumulative storage capacity by May 31, 2028 (Phase I), 1,500 MW by 5/31/31 (Phase II), and 3,000 MW in total cumulative capacity.
