EOE Sends Letter To Think Energy Regarding Sensitive Customer Information Entered On Enrollment

From EOE Letter: 

It has come to the attention of the Office of Education, Outreach, and Enforcement (EOE) that Think Energy (Think) requires customers to provide their date of birth and the last four digits of their Social Security number to enroll with Think. [ *** ]

EOE requests that on or before January 26, 2024, Think provide the following information regarding these enrollment requirements: 

  1. Why does Think require a customer to provide their date of birth and Social Security number to enroll? 
  2. Please describe how Think uses such information and if Think provides it to any outside company(ies), and if so, whom. 
  3. To the extent Think uses such information to verify the customer’s identity, please describe when/at what step in the enrollment process Think performs this verification and how it performs the verification. 
  4. To the extent Think uses such information to verify the customer’s identity, please explain why Think believes it needs portions of a customer’s Social Security number and date of birth to verify the identity and the customer’s name, billing address, utility account number, and why Think believes the name key will not suffice. 
  5. May a customer who does not have a Social Security number enroll with Think? If so, how? 
  6. Please describe how Think ensures its collection and retention of this customer sensitive information complies with all Connecticut and federal data privacy laws.
