Community Choice Aggregation Bill Awaits Governor’s Signature

On April 6, 2026 the Maine House and Senate passed LD 2112.  As reported previously this legislation would allow municipalities to conduct community choice aggregations (CCA’s) opt-out electricity aggregation with prior approval from the Public Utilities.

The law, if adopted, would grant the Maine PUC -among other things- shall adopt rules governing municipal aggregations “to ensure that customers are aware of their rights, benefits of the community choice aggregation program and opt-out options.”

Retail supplier customers, net metering customers and customers participating in front of the meter DER programs would not be allowed to participate in the opt-out municipal aggregation program.  Also, certain financial hardship customers would not be allowed to participate in the aggregation program if the aggregation rate exceeds the utility Standard Offer rate.
