Staff Supports Utility’s Request of Limited Waiver to Delay EDI Implementation for Expedited Returns of Mercantile Customers to SOS
On August 17, 2026 Staff of the Public Utilities Commission of Ohio (PUCO) issued a review and recommendation on the FirstEnergy utilities application for a limited waiver of the Ohio Administration Code.
Staff recommends approving a temporary, limited waiver for FirstEnergy utilities to delay implementation of an EDI option for expedited returns of mercantile customers to the utilities’ standard service offer. The utilities have stated that it needs additional time to develop the EDI transaction and coordinate standards through the EDI working group.
As background, the FirstEnergy utilities had requested a temporary waiver of the new Ohio Adm. Code 4901:1-21-21(A), that allows competitive retail electric service providers to submit a certified request for the expedited return of a mercantile customer to the utilities’ standard service offer using either the PUCO’s prescribed form or an equivalent electronic data interchange (EDI) transaction, effective July 17, 2026.
