Briefs Filed in Formal Complaint Alleging Utility Not Abiding by Data Sharing Regulations

On September 3, 2026 parties filed briefs in proceeding for Inova Energy’s formal complaint against Pike County Light & Power (PCL&P) and Corning Energy alleging these entities are not abiding by the Pennsylvania PUC data sharing regulations.

Inova Energy requested the Pennsylvania PUC find that PCL&P violated PAPUC orders, its supplier tariff, and competitive-market requirements by failing to provide required supplier and customer information. Inova cites a roughly 29-month gap in ECLs, argues that the 2019 EDI waiver did not eliminate PCL&P’s underlying coordination obligations, and claims PCL&P treated Inova differently from Direct Energy/NRG. Inova seeks findings of violations and prospective requirements to improve ECL delivery, supplier-coordination procedures, and access to information available through O&R.

PCL&P and Corning Energy requested that the Pennsylvania PUC reject Inova’s complaint, arguing that it provided the required customer and supplier information and that unavailable hourly data was required only “if available.” PCL&P also contends that certain coordination requirements were not triggered because Inova never served a Pike customer. PCL&P and Corning further argue that the Public Utility Code does not create the additional obligations claimed by Inova and that Corning cannot be held liable for PCL&P’s regulatory obligations.
