Request For Comments And Notice Of Technical Meeting Filed In Annual EV Charging Program Review – Year 5

From Request For Comments: [ *** ] To facilitate the continued evaluation of the Program, the Authority requests that docket Participants file written comments on or before 12:00 p.m. on Friday, September 19, 2025, addressing the following:

1. Provide comments on the Annual Report, including but not limited to, discussion of the following:

a. The EDCs’ recommendation that the Authority extend the MUD Managed Charging Pilot, which is planned and budgeted only to the close of 2025, through the end of 2026.

b. The EDCs’ report on the light-duty fleet managed charging program and recommendation to contract with an external platform provider to administer the program. Annual Report, pp. 25–27.

c. The EDCs’ recommendation to discontinue the MUD Level 2 electric vehicle supply equipment (EVSE) Lease Program. Annual Report, pp. 96–97.

2. Refer to Motion No. 7; Motion No. 7 Ruling; Annual Report, pp. 85–96. Provide comments on the EDCs’ proposal regarding potential Program changes in response to Public Act 25-173, § 3(b). [ *** ] 

  1. Annual Report, pp. 27–33; see ChargeScape Comments, June 17, 2025; see also Motion No. 4. Provide any general comments in response to UI’s response to ChargeScape’s June 17, 2025 written comments. Discuss the stated issues with the accuracy of and access to EV charging data, specifically with telematics data, and provide any proposed solutions. Additionally, provide any responses to the following statements:

    a. UI’s concern that “this trend toward [data] exclusivity could continue to the detriment of utility managed charging programs, customers, and ratepayers.” Annual Report, p. 30.

    b. UI’s view that contracting solely with “direct, OEM-sanctioned channels” raises concerns regarding market competition. “The marketplace of solutions for EV managed charging requires openness, interoperability, and customer choice. The direction some automakers appear to be heading in seriously threatens organic development of real solutions.” Annual Report, p. 32.
  2. See Annual Report, pp. 99–107 (Summary of Education & Outreach). The EDCs explain that their Education and Outreach activities for the Program are pivotal to drive customer awareness of Program incentives, leading to Program adoption and participation. In addition to what is already being offered by the EDCs, discuss how the Program can reach EV owners at the point of purchase. For example, elaborate on how an enrollment pathway for the Program’s incentive and managed charging programs could be established through the point of purchase via brochures, or through automobile original equipment manufacturer (OEM) apps, such as Toyota’s EV Charge Assist.

    5. See, e.g., ev.energy, The Utility Playbook: Turning EV Grid Risk into a $30 Billion Opportunity, p. 12. Discuss how the Program as it is currently structured can conduct or otherwise incorporate a calculation of the total avoided costs of EVs in the managed charging program.

Propose any program modifications that could increase value for each item in the “cost-avoidance stack.” For example, transitioning the managed charging program from focusing on peak avoidance to distribution system load optimization could potentially increase ratepayer benefits by X amount, etc.

Discuss strategies to better communicate the potential value of the Program to the public, especially non-EV owners, regarding the cost-avoidance potential of an actively managed EV, as well as other societal value streams such as environmental, health, and economic. Explain how the Program can better communicate why it is necessary to grow Program participants as EV adoption grows in Connecticut. 
  5. Provide comments on any additional topics and/or recommendations regarding the Program, EDCs’ filings, or other relevant items. [ *** ] 

From Notice of Technical Meeting: 

[ *** ] To facilitate the continued evaluation of the Program, a Technical Meeting of Authority staff and Participants will be held on Friday, September 26, 2025, beginning at 9:00 a.m. The purpose of the meeting will be to discuss implementation of Public Act 25-173 modifications, as well as the EDCs’ Annual Report filings and proposals regarding NEVI 97% uptime requirements and MUD site host participation incentives. 

The Authority directs the EDCs to provide a joint presentation summarizing the EDCs’ Annual Report filings submitted on August 1, 2025, including a summary of the analysis performed by the Evaluation, Measurement and Verification (EM&V) vendor, as well as the Motion No. 7 proposals regarding Public Act 25-173 implementation. In addition, the Authority invites docket Participants to present or otherwise provide remarks regarding the proposed Program design documents. 

Further, the Authority will facilitate a roundtable discussion among Participants using various prompts which will cover the above identified topics and may cover other topics included in Written Comment Set 2. The Authority seeks participation from Participants to discuss and further refine aspects of the Program. 

All docket Participants and interested stakeholders are invited to identify up-to two spokespersons (Roundtable Representatives) to participate directly in the Technical Meeting’s facilitated discussions. Additional Participant representatives are welcome to attend the Technical Meeting, though they will not be the primary participants in the facilitated roundtable discussion as the Authority wishes for each Participant to be represented in the discussion.

Accordingly, Participants and stakeholders interested in participating in the roundtable discussion must each provide to the case coordinator, Laura Lupoli, via email at laura.lupoli@ct.gov, by 4:00 P.M. on Thursday, September 18, 2025. The EDCs and any interested docket Participants must also provide a list of presenters and an estimated time to present to the case coordinator, at laura.lupoli@ct.gov, by 4:00 P.M. on Thursday, September 18, 2025. The Authority will then issue a meeting agenda, which will allow time for PURA staff, docket Participants, and interested stakeholders to discuss each topic and ask questions of each presenter. The EDCs and any Participants providing presentations must file their presentations through the Authority’s web filing system and provide a copy to the case coordinator by 4:00 P.M. on Tuesday, September 23, 2025.
