Mark Your Calendar – Net Metering
New Jersey Board of Public Utilities (BPU) Staff will host a virtual public meeting regarding Net Metering for Class I Renewable Energy Systems on Monday, February 10, 2025, from 1:00 to 5:00 p.m.
The technical conference will include presentations by interested parties presenting their perspectives on possible designs of a net energy metering (NEM) successor policy in New Jersey. Staff seeks stakeholder input on recommended policies that should be studied further.

Parties filed comments on proposed dual use program rules (1/17/25-1/31/25).
Previously the Rate Counsel filed comments:
(1) “strongly supports the Board’s mandate that the Pilot Program utilize competitive market mechanisms to evaluate and score eligible projects and to use market forces to guide the establishment of financial incentives,” but “continues to advocate for a cap on the incentives available to each participant”;
(2) “recommends that the Board provide a compelling justification before pursuing any capacity increase beyond the 200 MW cap,” arguing that the two 50 MW extensions permitted would “would undermine key objectives of the Pilot Program by burdening ratepayers without the benefit of lessons learned”;
(3) opposes establishing “capacity set-asides for specific project types,” arguing that the practice “can fragment markets, create confusion about program goals, encourage unsolicited capacity additions, and lead to higher costs for ratepayers”; and
(4) “supports using a competitive solicitation process to select participants,” and recommends “that the scoring rubric prioritize applications requesting lower incentive amounts, with a minimum weighting of 50 percent assigned to this critical criterion.”
